Ms Jocelyn Kum

Executive Director

Ms Kum has been instrumental in spearheading the growth and development of Grandline International Limited and its related entities in the real estate hospitality sector. Since 2009, under Ms Kum’s leadership, the M&L Group has become a major hotel owner with properties across Asia-Pacific and Europe valued in excess of US$2.2 billion.

In 2014, the M&L Group made a strategic decision to diversify its investment portfolio and completed its first investment in medical technology. Since the first inception, Ms Kum has built a substantial investment portfolio under M&L Healthcare.

Prior to this, Ms Kum was the Chief Commercial Officer of Miclyn Express Offshore (“MEO”), a shipping company which charters offshore support vessels and barges to the offshore oil and gas exploration, development and production industry in the Middle East and Asia Pacific. In her role as Chief Commercial Officer, she was responsible for all the commercial activities of MEO. She was also on the board of directors of MEO. MEO was the new entity formed pursuant to the trade sale of Miclyn Offshore and its group of companies to a financial institution. Ms Kum was responsible for the trade sale process of Miclyn Offshore and oversaw all aspects of the transaction until its successful completion in 2008.

From 2004 to 2007, Ms Kum was the Corporate Development Manager of Miclyn Offshore and was responsible for strategic planning and identifying potential mergers and acquisitions. She was integral in devising and executing the overall strategy of the group.

From 1994 to May 2004, Ms Kum worked in various banks and investment firms in equity capital markets transactions and corporate advisory roles based in Hong Kong and Singapore including Credit Lyonnais (Hong Kong) Limited, Nomura International (Hong Kong) Limited and CLSA Equity Capital Markets Limited.

Ms Kum obtained her Bachelor of Business majoring in Accounting from Monash University, Melbourne, Australia, in 1994.

Dr Steven Kum

Chief Medical Officer

Dr Kum received his medical degree from the National University of Singapore in 2000 and subsequently embarked on his surgical training with the Royal College of Surgeons, obtaining his Master of Medicine and Fellowship in 2007.

In 2009, he completed his Postgraduate Fellowship in Vascular and Endovascular Surgery at the Prince of Wales Hospital, Sydney as well as at the Department of Angiology, Heart Centre Leipzig. In 2012, he completed a second Fellowship on Advanced Techniques in Diabetic Limb Salvage and Wound Care Techniques in Milan.

Since 2015, Dr Kum has been the Director of Vascular Surgery at the Department of Surgery, Changi General Hospital Singapore and he was subsequently appointed as a Visiting Consultant in 2019.  He currently maintains his practice at Mount Elizabeth Novena Hospital, Singapore.

Dr Kum is a Clinical lecturer in both Yong Loo Lin and Lee Kong Chian School of Medicine in Singapore and is a Faculty member for General Surgical Residents for Singhealth.  He regularly proctors physicians in Endovascular procedures in Europe and Asia.   He is regularly invited to several regional and international meetings and is part of the organizing committee of LINC and VERVE. 

Dr Kum has a keen interest in clinical research revolving around Diabetic Limb Salvage.  He is one of the pioneers in Percutaneous Deep Arterialization for no-option Critical Limb Ischemia for which he has authored and co-authored numerous papers.  He is the PI or co-PI for several industry and physician-led studies.  He is also a keen innovator who is currently working on several disruptive technologies.

In his current role, Dr Kum provides expert opinion to the team on all medical-related matters related to potential investments.

Ms Vanessa Chan

Senior Finance Manager

Vanessa joined M&L group in 2019 and is responsible for M&L Healthcare’s financial and administrative operations which includes financial analysis and work closely with the team on agreement and compliance review.

Prior to joining M&L Group in Sept 2019, she held various finance roles within the shipping and real-estate industries at companies such as DBS Land Limited, NOL Limited, AET Tankers Pte Ltd, where she accumulated experience in financial due diligence, project financing, management buyout and business finance partnering.

Vanessa obtained her Bachelor of Commerce and Administration degree from University of Wellington, New Zealand and completed her Master in Finance from the University of Technology, Sydney in 2003. She has been a non-practising Member of the Institute of Singapore Chartered Accountants since 2016.

Ms Andrea Lim

Analyst & Administrator

Andrea is responsible for assessing M&L Healthcare’s potential investment opportunities and providing support to the executive team and portfolio companies. She works closely with the executive team, portfolio companies and appointed counsels to ensure smooth execution of company agreements and timely achievement of predefined milestones.

Prior to joining M&L Healthcare in April 2019, Andrea was a Senior Executive in Changi General Hospital’s Department of Surgery, a public hospital in Singapore. For 6 years, she was overseeing the department’s annual budget cycle and manages the documentation of all surgical audits.

Andrea obtained her Bachelor’s in Psychology from University at Buffalo, The State University of New York in 2012 and in 2018, earned her Master’s in Health Administration from Flinders University, Adelaide.
